"Fox Konko-chan" is a fox fairy. "Conn" or "Kon" sounds the same as the onomatopoeia for fox's bark in Japan.

Fox Konko-chan's occupation is a sales representative of Foxconn products at a computer store in Fairy Land. Born on December 9, 112cm tall. She loves creamed corn and anything sweet.

According to the Japanese Wikipedia entry, Fox Konko-chan actually made her first appearance in December, 2006 on a Japanese manual for a DIY computer kit. After that she made appearances in collectible card, webcomic and standby display image for cell phones to promote Foxconn products. Then she went MIA somewhere between April, 2008 and January 2009. So you could say the recent announcement was about her comeback rather than her debut.

You can see the webcomics on illustrator Tsukasa Nagano's website.
